Did not exchange watches but kept COD

I purchased 2 watches and a wallet. I received other merchandise other than I ordered by COD. I called to complain. I was told it was a mistake and it would be corrected when the incorrect merchandise was returned. I sent back the items for an exchange and I never received my merchandise exchange. I called them several times and they would leave me on hold or hang up the phone and not answer when I would call back. They would immediately answer the phone when I would call back using a cell phone which had a different area code from the original call. When I finally got thru using the cell phone I was told I would receive a refund which I have never received.
